Where each worldview places it
The coming charismatic world political and religious leader. He is claimed as Christ, Messiah, fifth Buddha, Krishna and Imam Mahdi, and heads the hierarchy of masters and the new world religion[1]. Cooper suspects him to be a planted figurehead and predicts instead that the world religious leader will sit "upon the throne of Rome"[2].
