Pharaohs
Where each worldview places it
They ruled "for God's son, spelled S-U-N, on earth" as shepherds with the rod (flail) and staff (crook)[1]. They were initiated by the priesthood and offered the crown test[2]. Maxwell says the Pharaohs "perfected" the god-king temple state, which the Caesars picked up[3]. One level-1 hint marks them as sacred rulers; they are placed here as the prototype of priest-directed state power.
