William J. Donovan

Where each worldview places it
William J. ("Bill") Donovan, head of the Office of Strategic Services, the CIA's predecessor: "a puppet of the Payseur-Rothschild-Rockefeller circle"[1], who "accepted a number of intelligence assignments from the New World Order brigade", J. P. Morgan, the Rockefellers and the Rothschilds, and was "not really in charge" of the British-run OSS[2]. The "Donovan" mentioned elsewhere in And the Truth is a different person, the 1960s singer of "The Universal Soldier" (written by Buffy St Marie), who is not part of the structure[3].
