The human summit in Perceptions of a Renegade Mind. The Cult is "a global network of secret societies and semi-secret groups" ("World number 2") that controls perception, and through it the behaviour of the programmed masses ("World number 1")[1]. It is a web around a hidden spider. The innermost strands are the most exclusive secret societies, drawn from particular bloodlines, and "at the core of the core you would get them in a single room"[1]. It "operates within the human frequency band on behalf of the hidden force", the Archons: "the Archon hierarchy becomes the Cult hierarchy" through possession, and the Cult are "Archons incarnate" and "Wetiko incarnate, Yaldabaoth incarnate"[2]. Sabbatian-Frankism "plays a central role" in it and "now largely controls" it[3], although Icke also calls the Sabbatians part of a Cult network "going back into the mists of history"[4]. The Cult is kept distinct from the Global Elite of And the Truth and the Babylonian Brotherhood of The Biggest Secret. The 2021 book describes the same kind of network with the same history (Babylon, Rome, London), but Icke does not state that they are the same entity; see Contradictions & Evolution.

- Icke traces it "back thousands of years" to Sumer, Babylon and Egypt[5]. It established the Roman Empire and the Roman Church, "a revamp and rebranding of the relocated Church of Babylon"[5]. It expanded through the European empires to Britain, which "was by now the headquarters of the Cult", and founded the United States, which it controls from Europe through the Rothschilds and Rockefellers[4]. It first ruled through monarchy and "special" bloodlines, then swapped in party "democracy" as a better disguise[3]. Its modern expressions include the Round Table and its cusp groups, both world wars, the UN, the EU, Mao's China and the Club of Rome[6]. In 2020 it launched the "Covid" hoax as its "window of opportunity"[7].
