The planned destination of the whole agenda in the later books: "only three basic levels of 'human' society". They are the one percent, a police and military enforcement class, and everyone else in poverty and dependency[1]. In the 2021 book it is "the Cult inner circle" over a population "dependent on it for survival", enforced by a military-police state[2]. It is profiled in Tier 1 as the endgame the summit directs. The name comes from The Hunger Games (film series), whose luxurious few rule a poor, isolated population[3].

Terrorism is building its military and police middle stratum[4], the climate hoax and Agenda 21 herd people into "human settlement zones" and megacities[5], and the lockdowns were designed to destroy independent livelihoods and create dependency[6].
