The official head of MKUltra, from an Elite Scottish reptilian bloodline and funded by the Rockefellers. In 1961 one of his institutions gave 60,000 electric shocks in a year, and he tried to make brown eyes blue[1]. And the Truth calls him the "Canada-based Scottish psychiatrist" under whom MKUltra began in the 1950s, funded by the CIA under Allen Dulles through the Society for Human Ecology at the Allan Memorial Institute in Montreal[2].
