The apex of the pyramid in And the Truth Shall Set You Free (1995; 21st Century Edition, 2004). "The Prison Warders, as I will call them, is a symbolic name for the Fourth Dimensional consciousness which took over the planet"[1], and "the Global Conspiracy (with the Prison Warder consciousness at the apex of the pyramid)" works through the human mind[2]. The book's chain of command is: "The Prison Warders manipulate the Elite, the Elite manipulate the Brotherhood network, and the Brotherhood network manipulates the world"[3]. Only the Prison Warders know the real agenda[3]. They serve the Luciferic Consciousness ("Prison Warders of the Luciferic Consciousness")[4]. Icke gives them the symbolic names Satan, Set, Lucifer and the Devil[5]. The Biggest Secret replaces this model with the Reptilians of the lower fourth dimension[6]. The two are kept as separate entities: the 1995 book never calls the Prison Warders reptilian, and the 1999 book never uses the term Prison Warders. See Contradictions & Evolution.

- They took over the planet from the Fourth Dimension and threw a blocking frequency around it, cutting humanity off from its Higher Self[1]. They posed as the 'gods' of the ancient texts and ruled by physical occupation until after Babylon and Egypt, then by working through human minds[1]. They inspired the mystery schools of Babylon, Egypt and Greece, supervising them "through the consciousness of the highest initiates, the adepts", and so founded the Brotherhood network that the Global Elite now runs[3]. In the 20th century they communicated through Aleister Crowley's The Book of the Law (Cairo, April 1904) and possessed Hitler and the architects of Nazism[5].

- 01Earth was "hijacked" by technologically advanced but loveless extraterrestrials from the Fourth Dimension. They disconnected humanity vibrationally and genetically, rewiring its DNA from twelve helixes to two[1].
